See below the answer from the forwarder from China:

We are sorry to hear the news from your side at first but not from shipper.

For the local charges, we have sent to shipper to get them approval before shipping.

And what we quoted to them is same as what we usually quote to you.

As per our further talking with shipper today, they said that their former freight forwarder only charge them the Customs declaration fee & magnetic inspection fee for an FOB shipment.

So here is much possibility that the former ff has included these cost into the air freight, which is absorved by consignee.

Hope you can talk more with consignee and let us know if there is further problem.

There are 3 power lines in inverse phase sequence protecting device, exchange random 2 power lines from 3 power line. 

No special procedure to start the tools and it has no relation with the ground wire installed.

Pls keep me informed if the problem no solved.
