RAMHOIST: no, electric one is slow
we can use Gasoline powered or Diesel powered engineer, it is up to you and both has the same price.
for lifting 300KG at height about 15m wire double wire, we can use 800KG frame with 4 HP engineer, it can lift 800kgs with double wire and 500kgs with singe wire on the ground, so for lifting height 15m, no problem to lift 300kgs
Remark: 4HP = 4 horsepower = 4匹马力

Additionally, I feel the the guy adjusting the engine speed will not see the item being lifted from down building.
Engine is about 2.5 m away from load. Please confirm one guy at building top will be able to adjust/stop lifting speed and at the same time he can see load being lifted from ground . Otherwise provide your advise

I think it is important that is one guy (1) adjusting engine speed, (2) rotate post, (3) watch/see load while lifting.

(1) ensure to have all types of documentations that might be requested by the customs in saudi from your experience
(2) obtain manual in English for LANCIN engine (electronic and hard copy are preferred)
(3) operation instructions for the crane to ensure we use it properly and not damage it
(4) recommended spare parts, especially, if there are consumable parts for the crane or engine or electric winches

for Q 1: It is the lock for rotation, it is very inconvenient when use, it is not essential part. (这个是锁旋转的，使用很不方便，可有可无的东西.)
for Q 2: The tension of the belt is adjusted by the bottom screw of the gearbox, and the clutch will shack in the neutral gear (皮带松紧是靠变速箱底螺丝调节的, 离合器在空挡的位置会抖动的)-----red pointed
for Q 3: If the empty Sand bucket is lifted down, use the neutral gear for the fastest speed----just control the handbrake. There are two gears, high-speed and low-speed, which can be adjusted. (空料斗下放的话用空档最快，控制手刹就可以，下放有两个档，高速和低速的, 这个可以调速的)-----red pointed

RAMHOIST: In neutral, release the brake to let the sand bucket drop freely, and the brake lever controls the speed. The gear has a high and low speed. can be lifted up quickly

The brake and clutch are integrated, and the handle on the side which has a handle lever. The brake and clutch are all pulled together.

Here is what I have accomplished (summary)
* I have identified 4 gear settings. 3 of them for lifting. The highest speed gear was a great improvement on my 1st trial. Yet. if you you can identify a way to make faster, that’s will be better.
* on neutral, we pull or release the clutch/break integrated lever but no movement (no lowering)
* pulley of the winch appear to be overtight that prevent movement of pulley in lowering direction. Here I more investigation and technical advise is NEEDED, even if minor modification to be applied. All previous trials failed to lower the sand bucket at high speed
