                                                          07.       SPECIFICATIONS

7.1        General

New Servo Assisted baggage handling system is required to enhance the baggage handling capacity of the existing system. Existing method at the departure carousel is fully manually operating process. Propose system shall be incorporated with power assisted units for handling baggage. Then it shall reduce the load on the workers and it shall increase overall productivity of the system.


7.2                  Scope

The work to be executed and completed by the Contractor under this Section shall include the followings to be a full functional semi automated unique Baggage handling system at departure baggage make up area at BIA.

a.               Supply & Installation fully functional Servo assisted baggage handling system for Departure Carousel “A”. Each carousel has around 80 m perimeter length. There are altogether three departure carousels. It has to install one central air compressor for the whole system at the baggage make up area and propose to install two baggage handling units for carousel “A”.

b.               The entire pneumatic distribution network shall lay at overhead and it shall not interfere with the existing facility networks such as (Water/Waste water pipes, Electrical or electronic cable trays, A/C ducts. Etc). All the actuators shall be travel along all X.Y, Z Directions freely. Actuators shall simple to be handled by workers and shall comply with international airport safety regulations, such as ICAO.

c.                Baggage shall be loaded to open or closed carts and each baggage may maximum of 40 kg weight. Then propose system shall be withstood to those conditions.

d.               Baggage  handling  capacity shall  be  around  125-150  per hour including RFID scanning.

e.               System shall be capable to handle around

f.                 Specifications with make & models for all using accessories shall be submitted with the bid.

g.                Propose detail design shall be submitted to AASL Engineer for approval.

h.               Provision of spare parts and tools.

i.                 Testing and commissioning

j.                 Training of AASL employees.


7.3      System Description

Vacuum lifters shall be installed in departure baggage area at the Bandaranaike International Airport to load open carts. These lifters shall be hung from building roof with the entire tube lifter and overhead gantry installed within headroom environment. Crane shall be mounted on the concrete ceiling. This crane should be highly flexible and easy to use in working area. This crane shall be designed and equipped for single-hand operation, with release valve, energy saving system and parking system allowing for easy and precise lifting, handling, sliding, turning and lowering of all goods. The lift tube shall have at least lifting height of 160cm and a minimum lifting height of 20cm and a max capacity of 40 kg. The system shall demonstrate the capability to maintain a controlled descent of the load even in the case of vacuum pump power failure.


7.4               Control Handle

The system shall be operable by a single operator using a one-handed grip and not require more than 90 degrees of rotation. The lift control shall be finger-operated and may be in the form lever or trigger. The system release control shall demonstrate the

capability to accommodate right and left-handed users without the use of tools, within 5 seconds. The system should include a bag gripper. The control handle shall have a release valve to easily facilitate the release of the object


7.5                  Crane System

Overhead crane systems shall have a low friction operation. The load shall be equally distributed on all supporting roller to prevent transport trolley from tilting. Crane system shall be attached to concrete ceiling. All components shall be high quality and wear resistant. The crane system shall be in aluminum profile and bridge weight should be no more than 2.0 kg per meter. The overhead crane system should cover a minimum working area of 5.0 x 3m.


7.6                  Parking Position/Silencer

A parking position shall be provided for the unit to place the suction foot when equipment is not in use. A silencer shall be provided to attenuate noise emanated. The decibel level shall not exceed 85 dBA when measured from a distance of 1 meter. When in the parked position, the suction foot must remain on the rest platform in the proper position hold by magnet set by the operator, including unexpected power or vacuum failures


7.7                  Pump

The pump shall be powered by a three phase electric vacuum pump with reputed brand. Flow rate shall be comply with minimum baggage handling rate, weight                                                                                                                                and enclosed in a silencer box.  The sound level with the noise hood shall not exceed 85dBA when measured from a distance of 1 meter from the silencer box. The pump shall have filter for protecting pump from external environment including dust. The pump shall be Oil-free pump with constant suction rate, robust, and shall require little maintenance

7.8                  Lifting Unit

               The lifting unit shall be covered with a protective cover and have the capacity for lifting 40 kg. The lifting unit tube diameter shall not be more than 100mm. The lifting unit should be fitted with a release valve with adaptation for right or left handed persons. A Universal joint should be fitted in between the lift tube and the vacuum head to keeps the lift tube in a vertical position if load becomes unbalanced. If required the      manufacturer needs to be able to provide a low-headroom unit if the ceiling height is too low to achieve the required lifting height with a standard unit.

7.9         Installation

             The installation should be led by an experienced professional sent by manufacturer to guide the installation of all products. All work shall be performed according to the standards established by the terms, specifications, and drawings. Installation shall meet manufacturer’s specifications and industry standards.

7.10      Spare Parts

The contractor shall provide a recommended Spare Parts list with the bid for a two year period.


7.11             Training

Manufacturer shall provide Technical and Operational Maintenance Training for technical personnel and operators at the installation site at Bandaranaike International Airport for three days.


7.12             Project Management

7.12.1        Adequate Local project management team shall be assigned for the specific engineering works for the civil, mechanical, electrical and control system.

7.12.2        All approvals shall be submitted through Charted engineers’


  7.12.3        Minimum work force shall be recommended as follows and contractor shall be assigned same thorough out the project implementation and as recommended

a.     Project monitoring meeting shall be conducted in the site and report shall be submitted to the Engineer once in week

b.     Site meeting shall be conducted daily at site and report shall be submitted in following day.

c.      Project  shall  be  implementing  as  per  the  scheduled  and  delay  shall  not  be entertained due to any reason without valid justification.

d.     All  the  staff  of  the  manufactures  and  local  agents  shall  submit  the  safety procedure and follow the same to meet safety standards of BIA at the site.


7.13               Manufacturer requirement

7.13.1 General

a.        Shall be well proven make of a product which has been used by not less than ten

(10) years, and also used in other International Airports in world wide.

b.       A list of users at International Airports shall be submitted with the offer as a proof.

c.        Design warranty for 10 years against manufacturing defects of the system.

d.       The requirements herein describe equipment, accessories and operations in general terms only. Manufacturer shall be responsible for all fabrication details necessary to provide work and operations as intended under and required by these specifications

                        7.13.2        Operational Requirement

a.        Unit starting and stopping; smooth, easy and free from overly rapid stops or accelerations resulting in jumping or tilting of baggage due to inertia.

b.       Lifter movements

i.     Flat, true to plane in all positions along its line of travel and free from obvious side sway or humps and depressions.

ii.     Quiet and free from squeaks, clattering or other objectionable sounds along entire course of travel, including when both concealed and exposed.

     c.         Powered system in operation:

i.     Irrespective of loading or no-load conditions, system quiet, even and free from clattering, groaning or other unusual noises or readily detectable variations in sounds normally emitted.

ii.     Speed controlled and uniform under either constant or rapidly changing load conditions.

                         7.13.3        Structural Requirements

a.        All elements of structure designed and engineered for proper support and rigidity under all dead and live load conditions.

b.        Factors of safety: Not less than 2.5.

c.         Engineering designs and calculations prepared and signed by licensed structural engineer retained by the Contractor.

7.13.4        Lubrication Requirements:

a.        Lubrication facilities required for all parts involving friction and wear; other than where suitably covered or protected by resilient materials; or where provided with life-time packing or fittings.

b.        Include all necessary grease fittings, oiling caps or other like facilities as required to maintain equipment properly protected; and with all items essentially identical and serviceable using same lubrications tools throughout.

c.         Locate lubrication facilities where readily visible and position where easily accessible.

d.        Lubrication Tools:

i.     Comprising hand tools of suitable types and adequate sizes; contained in suitable box or panel.

7.13.5        Cleanness Requirements:

a.        Each system designed, constructed and arranged positively preclude any greases, oils or other lubrication materials reaching any belt or roller surfaces upon which baggage is conveyed.

b.        Same requirement applies to all surfaces which baggage might contract during any mode or phase of handling and transport at on or in vicinity of conveyors.

c.         Likewise, each system designed or equipped with drip pans or otherwise to preclude grease or oil dripping into floors and/or running out from under conveyor areas.

7.13.6        Products Requirements:

Whole lifting system shall be as designed and fabricated by a single manufacturer, and installed by himself or his authorized agent. Any component not to be manufactured or fabricated by him shall require Employer’s approval prior to fabrication. However, such approval shall not relieve the manufacturer from his responsibility for the whole system.

7.13.7        Safety Requirements

a.        The design and construction of the lifting systems shall be such that the danger to operating and maintenance personnel and all other persons in the vicinity of the system is minimized.

b.        These shall be in accordance with all applicable laws and regulations and submitted for approval to the Engineer.

c.         Construction area shall be properly isolated from the terminal area.

d.        Easy removal by maintenance staff shall be a major design feature of the guards.

7.13.8        Standards

The Contractor shall design, manufacture and install the baggage lifting system in accordance with the relevant laws of Sri Lanka and the following internationally recognized standards.

These include, but are not necessarily limited to,

a.        Relevant Codes

i.          Sri Lanka Electrical Code

ii.          National Electrical Code 1987 Edition (NEC)

iii.          Applicable Local Ordinances of Colombo

iv.          Applicable  Government  codes  on Environment  and National Resources

v.          Other codes relevant to the pertinent rules and regulations  in Sri Lanka

b.        Industrial Standards

i.     JIS

ii.     CEMA

iii.     Applicable IATA Reference Manuals

iv.     American Society of Mechanical Engineers

v.     ICAO International Standards and Recommended Practices

vi.     National Fire Protection Association or equivalent

vii.     Applicable and acceptable internationally Recognized Industrial Standards

viii.     (The Contractor to propose for the Employer's Representative approval)

The Contractor may propose those internationally recognized industrial standards other than the above, which are equivalent or higher than the above listed standards and which are deemed necessary by the BHS Contractor to accomplish the design, manufacture, and installation. The Contractor shall propose in detail with the relevant clauses of the proposed standards for consideration by the Engineer. With his bid, the Contractor shall provide a list of the proposed standards in conformity with the above requirements.

7.13.9        Other Requirements

a.        Design duty shall be on the basis of twenty four (24) hours per day and 365 days per year continuous operation.

b.       All lifters shall be capable of being started and stopped under full load conditions as determined by the design average load rating.

7.13.10               Use of SI Unit

The design, drawings and technical data shall be based on the "SI Unit".

a.        System completely demountable for major repair or over-haul.

b.       Individual components removable and replaceable and with relative ease and minimum of effort.

c.        The Structural load shall be as follows.

i.     Maximum baggage weight is 40 kg.

ii.     The maximum allowable deflection for structural members, including impact and dynamic effects, shall be 1/500 of the span.

iii.     Where the structure is subject to cyclic or reversible stress conditions, the design shall verify the durability of the structure in terms of fatigue allowances.

7.14               System Operation

a.        System control independent control station comprising START-STOP-RESET pushbuttons.

b.       Starting: manual; by actuation of START push buttons.

c.        Baggage handling operation shall be carried out by single hand without heavy loading.

d.       Stopping:

i.     Manual; by actuation of stop pushbutton.

ii.     Automatic; caused by either overload or claiming of power from normal to emergency source.


7.15               Installation

7.15.1        General

a.     Install lifter and related and associated work per approved shop drawings and per applicable requirements specified or referenced.

 b.     Erect components at times required; in advance where necessary; all fixed items accurately positioned and rigidly secured to structure.

c.      AASL will provide metered Electrical Power supply for the using light electric tools and illumination work during the installation if required, but Electric Arc Welding is not allowed with AASL Power Supply. The Bidder / Contractor shall provide his own electrical power supply / Welding generator for the Electric Arc Welding Works.

d.     AASL can provide metered water for drinking purpose only

7.15.2        Welding

a.     Workmanship and procedures of welding shall be of the best quality throughout, in accordance with recognized standards and shall be carried out under expert supervision by qualified skilled operators or welders, using modern submerged arc welding machines. Inspection of welding shall be carried out such as to ensure against distortion and ensure freedom from strains in the completed work. All welds for main stress members shall be continuous, and the only parts on which discontinuous welds can be carried out will be BHS platforms, ladders, covers etc. All welding parts shall be subject to mechanical or chemical cleaning to the applicable standards and all materials shall be cut and finished by machine.

                                   b.     All welding rods shall conform to recognized standards.

                                   c.      After shop assembly and testing all shipping assemblies shall be suitably and legibly marked. The results of above tests will be recorded on test reports and submitted to the Engineer.


7.16               Testing Requirements

7.16.1        General

a.     Two (2) persons from the Employer shall be available for the factory inspections of lifting System.

                                   b.     Required for all lifter work, except as specified for loading testing.

                                   c.      Test lifters and equipment in presences of and as directed by the Engineer.

                                   d.     Test each system individually; to extent necessary to demonstrate satisfactory performance of all services and features.

7.16.2        Testing

a.     Test by full and complete operation under various and varying conditions as directed.

                                   b.     Test under partial, full and over-load conditions.

                                   c.      Test under normal and emergency power conditions

7.16.3        Safety Devices Operation Test

                                    a.     Normal operation of the following safety devices shall be confirmed:

i.     Limit switches

ii.     Emergency push buttons and stop switches

iii.     Signal and warning devices

iv.     Anchors and rail fixtures

v.     Performance Test

                                   b.     After completing the system check and test, a performance test shall be carried out on the whole lifting system to demonstrate all operating modes using bags without and with rated loads.

                                   c.      Bags to be used for the performance test shall be prepared in a variety of shapes and sizes. Bags to be used in the performance test shall be subject to the approval by the Engineer.

7.17               Training Requirements

Operation and maintenance training shall be carried out as follows:

7.17.1        In the Site

a.     Duration: minimum three (2) day per Group

b.     Location: prepared by the Employer.

7.17.2        The Training program shall consist of the followings.

a.     Familiarization with all Electrical and Mechanical components of the system.

b.     Familiarization with all Electrical and Mechanical drawings and wiring diagrams.

c.   Trouble shooting and Faults finding.

d.     Faults rectification and repair works.

e.     General maintenance, scheduled maintenance, special maintenance and care.

f.     Spare parts and tools selection.

g.     Operation

h.     Any other matter that may require


7.18               Guarantee & Warranty for Complete System

a.     This Contractor shall guarantee that the equipment and materials supplied and installed are genuine brand new products produced by the manufacturer in strict accordance with requirements stipulated in the relevant contract specification, specifications of relevant Standard Institutions and Local Authorities.

b.     Origin of all equipment and materials must be clearly stated in bid offer. Once accepted, such equipment/materials must be product of the manufacturer of the stipulated origin. No product from licensed factory other than those specifically accepted in bid shall be delivered to site.

c.      Full warranty shall be provided for the entire system including equipment and material installed under this Contract.

d.     This Contractor shall guarantee that all materials and equipment offered in his bid can be properly coordinated to form a safe and efficient system in accordance with the regulations.Where equipment is interconnected to form a complete system, their characteristics of performance and capacities shall be so matched as to give efficient, economical, safe and reliable operation of the complete system.

e.     The Contractor shall provide a Guarantee / Warranty for the equipment for a period of not less than 12 months from the issuance of the Provisional Acceptance Certificate.
