General requirements:

·      Deadline for submission of the quotation and all required below supporting documents, testing reports, certifications, information and a complete sample, not later than the 22nd of November 2022 (sample may delivered a week later).

·      Validity period of your quotation: At least 2 months from above mentioned closing date.

·      Deliver time: The needed batteries liquid (electrolyte) must be in our hand (ETA Limassol port), not later than 3 months after the confirmation of order and contract arrangements.

·      Port of destination: Limassol port of Cyprus (Quoting in CIF prices per piece).

 

Quotation supporting requirements:

-        With the offer it should be provided fully descriptive leaflets and/or illustrations and/or catalogues of the goods offered.

-        The attached “Technical Parameters – Form 3 Compliance Table”, fully stamped and signed (having the manufacturer’s stamp – signature).

-        The attached “Letter of Intent”, the “Form of Reference” and other required forms, fully completed, stamped and signed.

-        Copy of a valid ISO 9001:2015 quality certification with the Scope of Certification shall refer to the below specifications.

-        Copies of test certificates refer to the enclosed specifications.

-        Usage and service instructions.

-        The attached schedules Form 5 and also evidence concerning the satisfactory service, past performance and technical/professional ability, reference letters, etc.

-        Copy of CE certification, certifies that offered product has met European Union consumer safety, health and environmental requirements.

-        A written guarantee pf a period of at least 24 months, promising to repair or replace a product, if necessary within a specified period.

1.0 Scope

The below specification describes the types of fall protection and rescue equipment to be used by the linesmen of the customer’s, for climbing and working on wooden poles and lattice towers.

5.0 GENERAL REQUIREMENTS

 

5.1 Compliance with Standards

The fall protection and rescue equipment covered by this specification (i.e. materials, individual parts and complete units) to be designed, manufactured and tested according to the requirements of the specification and according to the standards referred above.

If the supplier offers materials that conform to other standards than those referred to the ones above, then they must submit the proposed standards in English language and also full details of the differences between the proposed and the acceptable shown above.

The proposed Standards shall be of equivalent or higher quality otherwise shall cause the offer to be rejected.

 

5.2 Quality Management System

The manufacturer shall have a valid ISO 9001 Quality Management System certificate for the goods offered.

The scope of the certification shall cover at least the design/development and production of the offered goods.

Failure to comply with this requirement will cause the offer rejection.

 

5.3 Units of Measurement

In all correspondence, in all technical schedules and all drawings the metric units of measurement shall be used.

 

5.4 Packing

The fall protection and rescue equipment  shall be packed separately in hard wooden boxes as shown in attached drawing and shall be properly protected for transport and shipment from the place of manufacture to the port of destination.

Provision shall be made for fork-lift handling of the packed fall protection and rescue equipment, therefore the hard wooden boxes to be seated and securely fastened on wooden pallet as per attached drawing.

Each piece shall be packed in a tough nylon bag providing resistance against penetration of moisture.

 

5.5 Inspection and testing

The whole of the materials covered by this specification shall be subject to inspection and test by the customer during manufacture and before final dispatch from manufacturer’s works.

The approval of such inspection or test will not however, prejudice then right of the customer to reject the goods or any part of thereof, if it does not comply with the specification when erected or does not give complete satisfaction in service. The supplier shall make available to the customer for the inspection and testing all required personnel and offer facilities (equipment, testing instruments, etc.) at no cost to the customer. The customer may, however, use his own instrument and apparatus as a check.

Before any goods are dispatched from the manufacturer’s works, all tests called for are to have been successfully and satisfactory carried out in the presence of the Engineer and a certificate issued and signed to that effect.

Adequate notice is to be given when the goods are ready for inspection and testing and every facility is to be provided by the supplier as to enable the Engineer to carry out the necessary inspection and witness the tests.

A copy of all principal test records and test certificates are to be supplied to the Engineer for all tests carried out in accordance with the provisions of this specification.

The fall protection and rescue equipment and all components parts thereof are to be fully tested in accordance with the provisions of the latest relevant Standards referred above, or as may agree in writing with the inspector.

 

5.6 Sample

One complete sample of the offered must be submitted with the offer.

In case of order, the delivered goods shall be identical to the submitted sample, otherwise the goods shall not be accepted.

Failure to comply with this requirement will cause the offer rejection.

 

6.0 TECHNICAL REQUIREMENTS

6.1 Safety Harnesses Item No.1 - Material Nr. 103117

The harness to be of the full body type, according to EN 358, EN 361 and EN 813, consisting of the waist belt, the shoulder and the leg straps. The general requirements for the design and ergonomics are specified in EN 363.

The harness to be used in both pole and tower application. The harness shall be designed to allow the worker to position himself with comfort, to stretch out, lean forward or backward and twist axially.

The waist belt and the shoulder and leg straps shall be easily open and adjusted in order to fit wearers of different size, shall not migrate from position and shall not loosen by themselves. Means for securing the free ends of the adjustable straps to be provided, so that these do not hang loose.

High quality material to be used for all the harness parts. Webbing and thread elements shall be made from synthetic fibres, e.g. polyester.

The buckles on the waist belt and the leg straps shall be designed and constructed to close automatically and locked and when correctly fastened an involuntary opening of the buckle shall be prevented.

The waist belt shall be floating at least 120o and shall be provided with a lower and higher back support. The back support dimensions length and width to be in accordance with EN 358.

A back support when fitted to a waist belt shall be designed to give physical support to the wearer without inhibiting either arm or leg movements. The minimum length of the back support shall be 50mm longer than half the circumference of the belt when adjusted to the maximum radial length (waist size) specified by the manufacturer. The minimum width of the back support shall be 100mm for a length of 200mm centered on the spine of the wearer and shall be a minimum of 60mm elsewhere.

The back support material to be able to “breath” in order to minimize sweating of the user.

The width of the waist belt of the harness not to be less than 45mm.

The harness must have 5-D ring points of attachment, 2 on the front at the chest height and waist height and one on each of the two sides of the waist belt and one at the back, all for rescue purposes.

The lifetime of the harness shall be stated.

Manufacturer that manufacture and offer different harness sizes, are required to state the offered sizes.

Each anchorable point of the full body harness shall be subjected to the static strength test described in EN 364 and shall sustain a force of 15kN for 3 minutes or 10kN for 3 minutes, as the case may be, without rupture. In addition the requirements for the dynamic performance shall be met.

 

6.2 Adjustable work positioning rope lanyard Items No.2 & No.10 - Material Nr. 103118 – complete, 110690 – rope replacement part

Work positioning rope lanyard to be according to EN 358.

The rope lanyard to be detachable and adjustable and the rope shall be Kermantel braided rope to EN 1891.

The length of the rope lanyard (measured between the two loading points, when the lanyard is unloaded), to be 2 meters.

 

The rope lanyard to be fitted with a protective sleeve of 80cm length.

The rope lanyard to be terminated at one end with an automatic snap hook connector, with 18-25mm opening. It shall be fitted with a secure twin locking, manually length adjusting device (rope grab) for adjusting the length of the lanyard, allowing the rope to move easily. The length adjusting device to have a suitable screw lock karabiner connector for attaching to the belt “D” ring. The free end of the rope to be “tight whipped”.

Rope lanyards to be light weight and abrasion resistant.

The material used in the manufacture of a work positioning lanyard shall have a minimum breaking force of 22kN as specified in EN 358. A work positioning lanyard with an adjustable element shall be subjected to the static strength test described in EN 358 and shall sustain a force of 15kN for 3 min. without fracture.

In addition the test requirements for the dynamic strength and described in EN 358 shall be met.

 

6.3 Guided fall arrester with shock absorbent lanyard Item No.3 - Material No.108415 complete, No.111482 absorber replacement

Guided type fall arrester with shock absorber lanyard to be manufactured and tested in accordance to EN 353-2, EN 355 and EN 12841 Type A certified.

Guided type fall arrester must be light, 600gr or less and shall be used vertically and horizontally.

Must be suitable to travel along the braided rope with 10.5-11.5mm diameter. It accompanies the user without requiring manual intervention during upward or downward changes of position and locks automatically when a fall occurs.

Shall be equipped with a shock absorber lanyard, 20cm long, fitted with twist lock type Karabiners at the two ends with 18-25mm opening. The twist lock Karabiners shall satisfy the requirements of paragraph 6.7 below.

The elements of the guided fall arrester shall be tested for corrosion according to EN 364.

Shall be able to be easily removed from the rope and not be permanently connected.

The textile anchorage lines of the guided fall arrester with lanyard, shall be subjected to the static strength test as described in EN 353-2 and shall sustain a static force of 22kN without rupture. The anchorage ropes shall sustain a force of 15kN without rupture.

In addition the dynamic strength and corrosion resistance requirements shall be met.

 

6.4 Connectors Material Items No. 4 & No.11 - No.109887 and No.110760

Connectors mentioned in this specification (karabiner or automatic snap hook type), shall be manufactured and tester in accordance with EN 362.

Automatic snap hook connectors shall be of the double action, self-closing and self-locking type. They shall be capable of being opened only at least two consecutive deliberate manual actions.

Karabiner connectors shall be of the twist lock type and of the screw lock type.

Karabiner connectors shall be “D” or oval shaped and manufactured from light alloy, 80gr or less and shall be tested against corrosion and as specified in EN 362. Hook connectors can be either steel or light alloy.

Connectors to be proof tested to at least 24kN breaking strength without tearing or rupture.

The material Nr. 109887, shall be screw lock type karabiner connector with 18-25mm opening.

The material Nr. 1110760, shall be twist lock karabiner connector with 18-25mm opening.

Connectors must have a red marking on the gate, for safety, so as to visualize if the gate has been fully closed.

 

6.5 Pulley for braided rope 10-12mm Item No.5 - Material Nr. 110092

The pulley shall be designed for hauling systems and deviations.

It shall have fixed side plates allowing quick installation and connection to a rope clamp.

It shall have a sheave mounted on self-lubricating busing achieving high efficiency.

It must be compact and lightweight.

It must be suitable for ropes up to 12mm and shall comply with EN 12278.

 

6.6 Self braking descent device Item No.6 - Material No.110093

It can be used for descending a rope and belaying with an anti-panic function.

It shall have an anti-error safety catch to reduce the risk of an accident due to incorrect installation of the device on the rope.

It shall have an anti-panic function. In case the user pulls too hard on the handle, the cam will lock on the rope.

It shall have a locking position on the handle for positioning while on the rope.

When used for hauling, it allows the system to ne reversible.

It can be used for ropes between 10.5-11.5mm on diameter.

It shall have a safety clip on the swinging side plate for reducing the risk of dropping the device.

It shall be lightweight and practical for quick installation on the rope and shal have efficient means for passing intermediate anchor.

It shall be Class A to EN 341 standards.

 

6.7 Handled rope clamp Item No.7 - Material No.110134

The handled rope clamp shall be designed for ascending and occasionally for hauling (back-up).

The rope clamp shall be provided with chrome-plated steel cam with angle teeth and self-cleaning slot, so as to securely grip the rope even in muddy or icy conditions.

It shall have a wide, ergonomic handle allowing a comfortable yet powerful grip.

Its upper holes shall accept a Karabiner through which the device is attached to the rope (useful for back-up belays or hauling).

It must be suitable for single ropes between 10-12mm in diameter.

It shall comply with EN 567 and EN 12841 Type B certified.

 

6.8 Self jamming pulley Item No.8 - Material No.110135

The pulley with integrated progress capture device can be used as a pulley or rope clamp. The trigger cam with teeth and cleaning slot shall work even on dirty or icy ropes. The spring-loaded catch shall be ergonomically designed so as to easy manipulate even with gloves. The spring loaded catch can be locked in open position for use as a simple pulley.

The pulley shall be lightweight and compact and can be used to ascend a rope in the range of 8-12.5mm diameter.

The pulley shall be of aluminium sheave mounted on self-lubricating bushing.

The pulley shall comply with EN 1981 and EN standards.

 

6.9 Braided Ropes Item No.9 - Material No.110141

The asked rope shall be Kemantel braided ropes. Shall be Type A and shall comply fully with EN 1891. The ropes shall be soft to the touch and easy to bend and coil up or put into a rope bag.

Braided rope shall be 100m long, with 10.5 – 11.5mm diameter.

They shall be plain without any connections or counter weights and shall be supplied in a suitable carrying bag of good quality.

The ropes shall sustain a force of at least 22kN when tested in accordance with EN ISO 2307 (static strength). Also they shall withstand five falls without releasing the mass when tested as described in EN 1891 (dynamic performance).

 

6.10 Marking

Each item in this specification to be clearly, indelibly and permanently marked as per EN 365 standards, by any suitable method not having a harmful effect on the materials, with the following information:-

-        Manufacturer’s or Supplier’s name

-        Year of manufacture

-        EN standard

-        CE marking

-        Manufacturer’s batch number or serial number of component

-        EAC purchase order number

-        EAC material number

The characters in the identification mark shall be readable and discemible. In addition each item shall be supplied with instruction for use as per EN 365 standard. The instruction shall be in the Greek language and shall include among others a record card which shall contain at least the following:-

-        Identification mark

-        Manufacturer’s or Supplier’s name

-        Manufacturer’s serial number

-        Year of manufacture

-        Suitability for use with other components within personal fall arresting systems

-        Date of purchase

-        Date first put into service

-        Name of user

-        Table for inspection schedule to include date, name of inspector and results

-        Space for comments

 

7.0 TESTS

The fall protection and rescue equipment shall be tested in accordance with EN 364 standards and all other relevant standards mentioned in the specification.

Test certificates for all tests on all items, shall be provided with the offer.

 

8.0 TECHNICAL & PROFESSIONAL ABILITY

8.1 Experience

The manufacturer shall have at least ten (10) years’ experience in the design and manufacture of the offered goods

 

8.2 Sales Volume

The manufacturer shall have proven and extensive experience in the execution of

contracts of similar nature and value as offered in his request.

Evidence that substantial quantities of the goods offered (at least five times the

quantities required by this request), have been sold to Electric Distribution Network

Utilities both at home and abroad in the past five (5) years, with at least 50% of the

volume of sales representing export sales to Distribution Network Utilities. At least,

two (2) of the Utilities abroad to be in European Union, Switzerland, Norway, Iceland,

USA, Canada, Japan, Australia, N. Zealand, Israel S. Africa and U. Kingdom.

 

8.3 Satisfactory Service

The goods offered must have satisfactory service in the distribution network of at least

five (5) years.

Evidence that the goods offered (at least double the quantities required by this

request) have had satisfactory service of at least five (5) years in the distribution

network of at least three (3) Electric Distribution Network Utility at home and at least

three (3) Electric Distribution Network Utilities abroad. At least, two (2) of the Utilities

abroad to be in in European Union, Switzerland, Norway, Iceland, USA, Canada, Japan, Australia, N. Zealand, Israel S. Africa and U. Kingdom.

 

8.4 Past performance

Prior satisfactory service with EAC can be considered adequate for the requirements of this

8.5 Evidence for technical and professional ability

In order to support this requirement, the following evidence must be submitted with the offer and may include, but not limited to, the following:-

-        Copy of the contract award letter or to whom it may concern statement by the issuing organization stating at least the quantity and description of the sold units, the date of issue and the contact details of the issuing body.

-        Reference letter from utility or rescue body stating the performance of similar goods. This letter shall state at least the quantity and description of the sold units, the date of issue the performance of the goods offered and the performance period, and the contact details of the issuing body.

-        The manufacturer shall include documentation to prove that at least ten (10) years’ experience in the design and manufacture of the materials.
